Nearly all of Jamaica is without power and the entire island has been declared a "disaster area" after Hurricane Melissa ripped down power lines and caused widespread flooding.

The slow-moving category 5 hurricane, one of the strongest Atlantic hurricanes in history, made landfall on Tuesday with 185mph winds.

Three people died making preparations for the storm, but there have been no confirmed fatalities on the island since it hit.

More than 77 per cent of the island was without electricity on Wednesday.

Several hospitals and homes, particularly in Saint Elizabeth and Montego Bay, have sustained significant damage, as three mothers gave birth to "Melissa babies" during the hurricane.

Up to 8,000 British citizens are currently in Jamaica, either living there temporarily or visiting on holiday, amid Hurricane Melissa. All airports are closed, leaving many stranded.

The UK Government has provided £2.5 million in emergency humanitarian funding to support the Caribbean region's recovery.

The aid package includes the rapid delivery of shelter kits, water filters and blankets to help prevent injury and disease outbreaks, the government said.

In Haiti, 25 people were killed and dozens of homes destroyed when a river overflowed in Petit-Goâve. The storm did not directly hit the island, but it hurled days of rain over the nation.

At least 10 children were killed and 12 people remain missing there, Haiti's disaster management agency said.

Meanwhile, Cuba has been hit with 120mph winds, forcing the evacuation of over 735,000 people, with the government warning of a "very difficult night" and urging citizens to remain sheltered.

As of 9pm GMT on Wednesday, Melissa was a category 1 hurricane moving north-east through the Bahamas.

Andrew Holness, Jamaica's prime minister, on Wednesday reassured citizens that the government was fully mobilised to respond to the devastation, adding that there were still no confirmed reports of deaths.

"And we are thankful for that," he wrote on social media, acknowledging the scale of destruction across the island, particularly in the west.

Andrew Holness, Jamaica's prime minister, has issued a new statement reassuring citizens that the government is fully mobilised to respond to the devastation left by Hurricane Melissa.

Holness said there are still no confirmed reports of deaths. "And we are thankful for that," he wrote on social media.

He acknowledged, however, the scale of destruction across the island, particularly in the west.

Holness said relief supplies are being prepared and that efforts to restore power and communication are ongoing.

US Sends Rescue Teams to Caribbean After Hurricane Melissa

American rescue and response teams are heading to the Caribbean, along with critical lifesaving supplies, after Hurricane Melissa struck the region, said the US Secretary of state.

Marco Rubio said the US has been in close contact with Jamaica, Haiti, the Dominican Republic, and The Bahamas as they face the storm's "devastating impacts."

"We have rescue and response teams heading to affected areas along with critical lifesaving supplies," he wrote on X.

"Our prayers are with the people of the Caribbean," he added.

Hurricane weakens after battering Cuba and Jamaica

Hurricane Melissa has moved offshore of eastern Cuba into the southwestern Atlantic, the US National Hurricane Centre has said.

Maximum sustained winds have dropped to 100mph. When Melissa struck Jamaica yesterday, it brought winds of 185mph, making it one of the strongest tropical cyclones ever recorded in the Atlantic basin.

The storm is now forecast to head toward the Bahamas, with authorities there preparing for impact.

More than two thirds of Jamaica remains without electricity following Hurricane Melissa, the country's information minister has said.

The least affected areas include St Thomas, St Catherine, and parts of Kingston and St Andrew, Dr Dana Morris Dixon told a news conference, adding that Montego Bay, which suffered a direct hit, has been particularly difficult to assess due to slow communication.

Significant damage has been reported across the island. Authorities are working to restore operations at airports, with hopes of reopening Norman Manley International Airport near Kingston by Wednesday, said Dr Dixon.

There is currently no update on conditions at the airport in Montego Bay.

The UK Government is mobilising £2.5m in emergency humanitarian funding to support the Caribbean region's recovery from the devastation caused by Hurricane Melissa.

Red Cross: Melissa is an 'unprecedented catastrophe'

The full extent of the devastation caused by Hurricane Melissa in Jamaica is still unknown, however the Red Cross has said early reports suggest it is an "unprecedented catastrophe".

Many of the worst-hit communities are still cut off from the outside world due to dangerous conditions hampering rescue efforts and a loss of power and communications.

Alexander Pendry, British Red Cross Global Response Manager, said: "We're waiting for dawn to break in Jamaica so that teams can assess the full extent of the damage, but early indications are that Hurricane Melissa was a disaster of unprecedented catastrophe for the island.

"News is already coming through that whole communities are under water and that the damage left by the strong winds has been devastating."

He added that the impact of the storm, one of the worst to ever hit the Caribbean, is expected to be "shattering and long lasting".

Hurricane Melissa hit the island with winds of up to 120mph, after fluctuating between category 3 and category 5, the highest on the scale.

Cuban residents fled the coast as it approached, with local authorities declaring a "state of alert" in six eastern provinces.

As it curved to the north-east on a trajectory toward Santiago de Cuba, Cuba's second-most populous city, it reduced into a category 3 storm with sustained winds of 125mph – making it one of the worst storms to hit the nation since Irma in 2017.

Cubans have been told to "prepare for the worst" after US meteorologists warned Melissa will make landfall as an"extremely dangerous major hurricane".

After ripping through Cuba, the storm is expected to pick up speed but lose strength as it churns towards the Bahamas later today and then Bermuda on Thursday as a category 1 hurricane.

Like other Caribbean islands, the self-governing British Overseas Territory, located 650 miles east of the US state of North Carolina, has a hurricane season each year, but the storms rarely cause significant damage.

However, Bermudian authorities say that "this one is different".

Michael Weeks, the territory's minister of national security, told The Royal Gazette that Bermuda "cannot afford to take this lightly".

"It is strong, it is moving our way and if we let our guard down, it could catch us off-guard like storms have done before," Mr Weeks said.

'The damage is extensive'

At its peak, the storm – which has moved north and is set to hit Cuba on Wednesday – packed ferocious sustained winds of 185 mph.

Desmond McKenzie, a government minister, said several hospitals had been damaged, including in the hard-hit southwestern district of Saint Elizabeth, a coastal area he said was "underwater".

"The damage to Saint Elizabeth is extensive, based on what we have seen," he told a briefing.

"Saint Elizabeth is the bread basket of the country, and that has taken a beating. The entire Jamaica has felt the brunt of Melissa."

The hurricane was the worst to ever strike Jamaica, hitting land with maximum wind speeds even more potent than most of recent history's most brutal storms, including 2005's Katrina, which ravaged the US city of New Orleans.

Cuba's president Miguel Díaz-Canel Bermúdez has urged citizens to "act responsibly" as Hurricane Melissa barrels toward the country.

The 33-year-old actor and musician officiated the Halloween-themed wedding of his close friend and Post Animal bandmate Matt Williams and Veronica Capaldi in Simi Valley, Calif., over the weekend. And, naturally, he did it while dressed as his *Stranger Things* character, Steve Harrington.

Keery can be seen wearing Steve's sailor-themed work outfit while standing at the altar alongside Williams and Capaldi in video footage from the event posted on social media.

"And by the power invested in me by the state of California… yesterday," Keery says in the clip. "I now pronounce you husband and wife."

Keery donned the iconic blue ensemble in season 3 of *Stranger Things*, which saw Steve pick up a job at the local ice cream shop at the mall. It's there that he befriended Robin Buckley (Maya Hawke), who would go on to help him and the gang crack a bunch of secret Russian codes.

Fans will see Keery next when he appears on the fifth and final season of *Stranger Things*, which will be released in three separate installments beginning on Nov. 26. The eight-episode season is set one year after the events of season 4 and will see the reunited Hawkins gang on the hunt to kill the villainous Vecna (Jamie Campbell Bower) once and for all.

"This is the biggest season we've ever had in terms of action, in terms of visual effects, in terms of story," co-creator Ross Duffer said in a behind-the-scenes featurette. "Ultimately, what people want is to see these characters together one last time."

The first volume of season 5 will be released on Nov. 26 at 8 p.m. ET/5 p.m. PT, with the second volume following on Christmas Day at 8 p.m. ET/5 p.m. PT, and the finale on its own on New Year's Eve at 8 p.m. ET/5 p.m. PT.

*"I'm gonna give you a handshake, because I want the hug to be genuine and I don't think I can give that to you right now. But I look forward to hugging you in the future, okay? Take care."*

Now, see, if you had not watched episode 6 of *Survivor 49* and were told that quote was said after the latest Tribal Council vote, you would assume it was uttered by the person who had just been blindsided into oblivion and was bitter at an alleged ally for brutally cutting short their reality television hopes and dreams. BUT NO! You'd be wrong! So wrong.

Instead, in a complete flip the script moment, that quote was uttered by the *blindsider* in question, Sage, who refused to hug the disposed of Shannon. The interaction was made even more awkward by the fact that Shannon was already standing right there with arms wide open in anticipation of a warm, cleansing embrace. But Sage essentially struck a Heisman Trophy pose, stiff-arming Shannon from any sort of reconciliation.

After a series of ho-hum eliminations — and, honestly, a pretty ho hum Tribal Council this week leading into the vote — we finally had a smidgeon of spice back in our *Survivor* meal. Even if I don't believe Sage was even trying to be spicy. All season long, the thing Sage has prized most is authenticity. We've seen it in the way she freely lets her freak flag fly talking about pee, poo, and her horror movie jar of blackheads. We've also seen how negatively she reacts when she watches someone she believes is being inauthentic. And that someone has been Shannon.

The eye rolls while giving Shannon hugs (before hugs were banned). The barf motions after Shannon would turn her back. The funky facial expressions as Shannon would go on and on about something wavy gravy and hippy drippy. They were all total *Survivor* money shots and immediate GIF gifts for the viewing audience — every one of them. *Survivor* editors had to be high-fiving themselves every time one of them showed up on their monitors.

Sage could have stopped there and given Shannon her consolation hug after winning the day by turning the tribe vote against her. It would have been so easy. No muss, no fuss. But that's not Sage. Sure, in the game, you have to hug people you don't want to hug or else you'll be the first person voted out, but once they *are* voted out, hugs become optional, and Sage opted out.

Why? Because Sage wasn't feeling it. And for her, that was enough of a reason. As much as I really, really, really want to believe that Sage meant this as a huge f--- you gesture and was about to morph into *Survivor* supervillain mode and burn everything down, I think it just comes down to exactly what she said — wanting there to be actual authenticity in the act.

You could tell how much of not only Shannon's perceived fakeness was grinding her gears, but how much of Sage's *own* fakeness in having to act sweet and nice and sisterly with the woman who floated her name was wearing on her. So the second she could put an end to said fakeness, she did. Which also explains her comment of "I can breathe" after Shannon walked out of Tribal Council.

But here's the thing. While Shannon was certainly being fake in doing what every other *Survivor* player in history has done by acting nice to someone she was planning to vote out at one point, I actually don't think she was being super inauthentic in general. The Shannon I saw talking about God and spirituality and meditation at Kele 2.0 was the same Shannon I experienced in my pre-game interview with her the day before the game began. Was she playing it up a bit to help make social connections in the game? I SHOULD HOPE SO! That's what *Survivor* is!

I guess what I'm saying is that knowing Sage and what she values most in human interactions, I can see why she was annoyed. Here was a person acting like they were kissy-kissy soul sisters while simultaneously floating her name. But I also don't think Shannon was doing anything completely un-Shannon like, and any modulating she *did* do is what any strong *Survivor* player *should* do. Now, whether you enjoy that Shannon-like behavior or it annoys you is another question entirely, but it all felt very undeniably Shannon to me.

Speaking of which, when it comes to game, I was *waaaaaay* off on Shannon in one respect. After speaking with her pre-season, I thought she would be a kooky character completely oblivious to the underhanded machinations of the game as she led meditation sessions on the beach. I mean, I was right about the meditation sessions, but wrong about pretty much everything else as she was playing the game and playing it hard. (Too hard, some might say.)

Even though she played it off as well as one could, I'm guessing Shannon was super confused about why Sage wouldn't hug her, and I look forward to asking her all about when we chat on Thursday morning. But for now, let's hug it out and recap everything else that went down on episode 6 of *Survivor 49.*

A second switcheroo

If at first you don't succeed, try, try, try again. Seeing as how the first tribe swap failed to shake anything up and gave us two more obvious telegraphed votes, the producers decided to blow it all up again and expand back to three tribes. And here's where we ended up.

**KELE 3.0****Steven**Shannon**Sage**Jawan****KEY TAKEAWAY:** Thank you, *Survivor* gods for keeping Sage and Shannon on the same beach. This entire swap would have been a disaster of massive proportions had those two not remained chained together. And it's why having three original Hina and only one Uli was not an obvious death sentence for Steven.

**ULI 3.0 **(although I guess technically 2.0 since there was no Uli 2.0)**Sophie**Kristina**Alex**Nate****KEY TAKEAWAY:** And thank you, *Survivor* gods for not having Uli lose the immunity challenge, which would have led to yet another super obvious vote, this time of my preseason pick to win it all, Nate. (Unless Sophie was actually serious about taking out one of her own in Kristina. I'm not convinced she was.)

**HINA 3.0****MC**Sophi**Rizo**Savannah****KEY TAKEAWAY:** Our ultimate result would have been for Hina to lose and then see what would have happened with MC looking for her immunity idol, and then following what the power trio of Rizo, Savannah, and Sophi would have done had she found it. Would Rizo have played his idol? Would they have tried to convince MC not to use hers? Would Savannah and Rizo loaded up votes on Sophi as insurance? At least for how it would have played out this week, we'll never truly know.

Down goes Mills! Down goes Mills!

This week's reward challenge was a solid one in that it introduced some new tweaks and variations to stages we have seen before, with players having to knock discs off poles (be careful saying that 10 times fast) and then use those discs to knock over four bamboo statues.

Rizo won his tribe grilled cheese sandwiches and iced tea with his disc-throwing prowess, but what was of even bigger note — sorry to gloss over your athletic success, R-I-Z-G-O-D — was what happened before and after the competition.

I don't know if Kristina was feeling faint or having a panic attack or what. And lord knows I am no Dr. Barry, so I will not attempt to diagnose through my TV screen while halfway through a Milwaukee's Best light courtesy of Nick Caruso. But it was another insightful reminder as to the absolute anxiety that *Survivor* can inspire at pretty much any moment. "It's just been a lot today, Uncle Jeff," Kristina explained of needing medical attention after breathing heavy and sitting down on her tribe mat. "I really miss my kids, I miss my husband, and then it's like everything hits at once."

And the next person it hit was none other than… JEFF PROBST! The Hostmaster General was doubled over in exhaustion at the end of the challenge, leading Rizo to the line of the week, telling Probst, "Welcome to *Survivor*." That almost makes up for the confessional interview done with a snorkel in his mouth. *Almost.*

This just in: Sophi eats food

A few notable events were happening at the new Hina beach. For one thing, for the first time all season, Sophi got to eat actual food! On day 11! Don't worry, I'm not going to go on and on about how hard the new era is because I honestly don't really care *at all* if the new era is easier or harder than the old era. I really don't! Like, on the scale of things I care about, it is somewhere in between what color baseball cap Jeff Probst wears to a challenge (which I care more about) and the general existence of the Shoe Bandit alter ego (which I could not have cared less about). But still, 10 days with no real food suuuuuuuuuuuucks.

Of course, this was an excellent episode for Sophi beyond mere grilled cheese consumption. She also found a Knowledge is Power advantage. Not only did she find it, but she did what every single *Survivor* viewer yells at players to do when they find idols or advantages. Stick it in your underwear? No, although that is often the only option. Rather, Sophi refrained from immediately blabbing about her advantage to Savannah and Rizo, keeping the discovery all to herself. If only more players would follow her lead.

But Sophi was not the only member of Hina 3.0 to do something smart, so let's make like FTD and keep passing out flowers. As the clear outsider on Hina 3.0, MC made a strong play in telling Rizo that she knew about his immunity idol. For one thing, she possibly banks some honesty points with him for later on. But even if she does not do that, MC at least carves out some potential cracks in original Uli between Rizo and Sage, whom she outed as telling them all about his idol. And I think we all know what that means: NO HUG FOR YOU LATER, MC!!!

An actual Sophie with an E sighting!

Kinda weird that arguably the best episode of the season featured not one, but *two* extended scenes of players fishing, but whatevs. Personally, I was more intrigued by the excellent editing choice to show Nate being so proud of himself for deceiving his new original Uli tribe members by claiming he was trying to work with Jason… and then immediately following it with shots of everybody else later saying how that didn't buy any of it. Classic.

But that didn't mean that all the original Ulis were fully aligned. Sophie (who is a person that I swear is on this season, contrary to all the evidence otherwise) had some key scenes — FINALLY! — that gave some perspective as to how she has viewed her position in the tribe. She was "livid" that Kristina threw her name out as the decoy vote to make Nate feel comfortable, telling us, "I'm tired of being on the bottom of all these alliances."

Sophie was hoping to continue making a connection with Alex, but knew there was some work to be done to become his true number one. "His closest person out here is the other Sophi," she told us. "I can be his new Sophie! Screw other Sophi! I am the new Sophie!"

See, *that's* the Sophie with an E that I know from not one but two pre-game interviews. We chatted when she was the female alternate for season 48, and then again before 49, and I remember both times thinking how great she would be giving confessionals on the show because she was not afraid to give bold opinions (like when we saw her diss and dismiss fruit as a reward feast item) and be a little spicy with her comments. She also opened up to me a lot about her feelings right after the *Survivor 48* cast photo happened, essentially signaling she had not made the cast.

I thought she would be a breakout star and so have been super surprised that she has been so under-edited. I mean, that happens when your tribe literally wins every single immunity challenge, but still, Sophie's got the goods, and she proved it a bit here this week.

Shannon's last stand

Am I the only one who knew the second that Probst said "It seems an impossible comeback" about Uli 3.0's slim chances to make up time on the immunity challenge table maze that Nate and Sophie would pull it out and avoid Tribal Council? I mean, challenges like this are practically designed for huge comebacks, but they're still always fun to watch. Especially after Kristina struggled so mightily to build her wooden pole and retrieve the key.

Couple that with Jawan and Sage's struggles on the table maze, and the comeback was complete (after Hina 3.0 had already dominated, of course), meaning Kele 3.0 was heading to Tribal Council.

First off, can I ask a question? Does Jawan smell? I mean, they *all* smell out there, but does Jawan spell particularly bad? Because why else would everyone want to get rid of the dude? He seems totally genial and harmless and fun, just nerding out and making lots of horror movie analogies. What's the problem?

Savannah wanted him out for taking her bag and water bottle. Okay, fair. But Shannon? She just watched her Uli allies take out two Hinas, and now instead of following suit, she wanted to eat one of her own in Jawan? Seems odd. Not as odd as Jawan initially wanting to keep Shannon after hearing she was gunning for him because he was worried about upsetting Rizo, Savannah, and Nate (Who cares? She said your name first!), but odd nonetheless.

Shannon's big miscalculation was not realizing that Steven was super duper wary of her and wanted nothing to do with "Shark Shannon." He saw what I failed to see in our pre-game interview: that Shannon was a gamer who would do whatever it took to get to the end. Combine that with two Uli members whose names Shannon had thrown out, and it was curtains for the wellness specialist from Boston.

She took her blindside about as well as anyone could in her situation, repeatedly telling the tribe mates that ditched her "nothing but love," and telling the host who snuffed her torch "nothing but grateful." But it also had to hurt. There's a split second where you can see it, right as the second vote for Shannon is read. The otherwise sunny disposition on her face takes a serious hit in that moment, but by the time the deciding vote is read immediately after, she's already recovered.

Which is honestly too bad, because you all know I always prefer a BURN IT ALL DOWN response to being blindsided. It's just way more entertaining. You also want to see from your contestants how much it *matters* to them, and to witness such expressions of pain and anger and hurt in the moment where it all comes crumbling down validates that players are taking this as seriously as we want them to. Shannon didn't give us that, but if she is truly at peace with how everything went down, then more power to her. Me? I would have been a mess. (Just another reason why I also would never go on this show.)

A group of rank-and-file senators increasingly frustrated by the weeks-long stalemate on Capitol Hill believe they have found a possible path to end the government shutdown.

It's not yet clear if it will work.

Behind the scenes, this gang of Republicans and Democrats have been engaged in a dual-track negotiation. One of their goals is to resolve the impasse on health care and reopen the government for the next few weeks. They are also hoping to reach a separate long-term agreement to fund certain key departments, including the US Department of Agriculture, which funds food stamps, through next year.

"I think the private conversations that are going on are trying to create like a shadow negotiation, so that we have some clarity about what we need to vote on," Sen. Tammy Baldwin of Wisconsin, one of those involved in the conversations, told CNN on Wednesday.

But these senators still face an uphill climb to get their warring parties on the same page. Their task has been made more complicated by GOP leaders' fierce commitment not to negotiate with Democrats on health care until Senate Minority Leader Chuck Schumer and his members agree to reopen the government.

Thune appeared to suggest on Wednesday that he would have a conversation with those involved in the negotiations. Asked if he would personally engage with centrist Democrats involved in the talks, Thune told CNN: "I think that will happen pretty soon."

But his office later told CNN that he remains unwilling to discuss any Obamacare policy changes until the government is open. And Thune stressed he could not guarantee any resolution to Democrats: "I've offered up a process. I can't guarantee an outcome or result," he said.

Still, the emerging talks are a fresh sign of optimism inside a gloomy Capitol building. Finally, after weeks of total gridlock with half of Congress not even present in Washington, there appears to be some movement. The push comes as members of both parties brace for worsening effects of the shutdown, including the lapse of food stamps for the first time in the program's history starting this weekend.

Sen. Mike Rounds suggested that — if party leaders agreed — the Senate could vote as early as next week on full-year spending bills that would allow Democrats to move on past the current funding fight and pivot to longer-term spending bills.

"They're focused on - Is there a way for our Democratic colleagues to save face and perhaps not vote directly to a continuing resolution?" Rounds said, referring to the same stopgap bill that Democrats have blocked more than a dozen times. Instead, he said, Republicans would put the bipartisan, full-year spending bills on the floor "as a way around the continuing resolution."

"Once that's moving, maybe then we'll look at a continuing resolution," he said.

Lawmakers have faced increased pressure to reopen the government this week with crucial safety net programs – including federal food assistance for more than 40 million people – at risk of shuttering in the coming days. Thune's remarks come hours after he and numerous other senators voiced a rare sense of optimism that there could be a way out of the 29-day shutdown. Still, neither side has made any commitments publicly.

"It's ticked up significantly and hopefully that'll be a precursor of things to come," Thune told reporters earlier in the day when asked about the status of talks with rank-and-file Democrats. "But yeah, there's a lot of higher level of conversation."

Democratic leaders, Thune said, are not involved in the negotiating. Asked whether he thought there would be enough moderate Democrats in the mix to reach a deal that would reopen the government, he expressed optimism.

"I think there's a possibility that could happen. So, let's just hope that the conversations continue," he said, noting he's "being kept briefed and read-into most of those conversations. I'm hoping something here very soon will be fruitful."

One Democrat involved in the talks, who requested anonymity to speak on the discussions, told CNN the conversations Thune cited are real. The Democrat would not elaborate on whether they were focused solely on resolving the expiring enhanced Affordable Care Act subsidies or if other matters – such as the White House's recent moves to flout Congress' spending power through "rescissions" – were also involved.

Asked whether the talks could offer a way out of the shutdown, the Democrat would only say: "Maybe."

One component of the ongoing talks – how to win support in the Senate for full-year appropriations bills that would prevent another shutdown cliff in the coming weeks. Two other Democrats involved in the discussions suggested to CNN that they are interested in those long-term bills as part of an off-ramp.

Asked about whether emerging talks involved full year spending bills, Democratic Sen. Gary Peters said he didn't "want to get into specifics but clearly that would be nice."

Sen. Jeanne Shaheen, a Democrat from New Hampshire, told CNN that "it's accurate to say we're pushing for full-year appropriations bills because that's what we should be doing," when asked whether the party was pursuing them as a way out of the shutdown.

Shaheen, who has been involved in the talks, declined to confirm Thune's assessment that they are making progress, but said, "I think there have been good discussions. That's all I'm going to tell you about it."

Sen. Lisa Murkowski of Alaska, who sits on the Senate Appropriations Committee and has been perhaps the most vocal Republican calling for bipartisan talks, told reporters Wednesday that she was "encouraged" by the direction of talks.

"I think that there are, have been enough of the pieces that have been talked through that if, if somebody can just diagram out how it all comes together and present that — Yes, I do believe it's possible to kind of come together quickly," she said.

"There's no great magic in how we get out of this. It's the same stuff we've been talking about for months," added Murkowski.

Senate Minority Leader Chuck Schumer, however, said that he did not think that Republicans had offered anything new in the discussions.

"There have been, there are occasional talks between Democrats and Republicans on this issue, but our Republican colleagues don't seem to be offering anything different than what their leadership has had so far we hope that will change," the New York Democrat said.

"We don't want to pit health care and food. They do, we think you can have both."

National Guard troops deployed in Washington, DC, will remain mobilized in the city at least through February 2026, according to people familiar with the guard's orders.

The troops' orders had been expected to lapse at the end of November before Secretary of Defense Pete Hegseth extended them, which has not been previously reported.

The DC mobilization is currently the subject of a legal fight between the Trump administration and DC's attorney general, who has requested that a judge order the removal of the roughly 2,000 troops from DC's streets.

As of Wednesday morning, there were 2,387 National Guard troops mobilized in DC, including from DC, Louisiana, Mississippi, Ohio, South Carolina, West Virginia, Georgia and Alabama. The pay for those guard members has also been in jeopardy as part of the ongoing government shutdown. The mission is costing roughly $1 million daily.

Trump said in August he was mobilizing the guard in DC to help fight crime. The troops are on Title 32 orders, meaning they are authorized to conduct law enforcement activities, as opposed to Title 10 orders which means they are federalized and therefore barred by law to engage in law enforcement activities.

But since they arrived in the city over two months ago, guard members have largely been tasked with "beautification" efforts around the city, including cleaning up parks, laying mulch and picking up trash.

CNN has reported that there was frustration with the mission's unclear timeline, particularly as troops often leave behind higher-paying civilian jobs while deployed with the guard.

A previous extension through November was largely intended to ensure the continuity of benefits for service members and their families, a senior official familiar with the planning previously told CNN. Guard members do not typically qualify for things like health care benefits or housing allowances unless they are on orders for more than 30 days.

But the Trump administration has also left the door open for how long the mission could continue. In August, Vice President JD Vance said if Trump "thinks that he has to extend this order to ensure that people have access to public safety, then that's exactly what he'll do."

Ali El-Haj: Thanks, Stephen. Good afternoon everyone and thank you for joining us today. I will begin on Slide four with the key messages for the quarter. First, since taking on this role in mid-July, I have engaged extensively meeting with Rogers employees and customers in Asia, Europe, and The United States. These meetings and discussions have reinforced Rogers' core strength and the key growth opportunities ahead. They have also shown the areas where we must improve to achieve renewed growth and sustainable operating performance. To capitalize on these opportunities and to deliver greater returns to shareholders, we are executing on a plan with several critical focus areas.

I will cover these in detail and share the progress we have made thus far. Turning to our Q3 results. Our sales, gross margins, and adjusted EPS results were all at the upper end of the guidance and exceeded Street consensus. Sales increased by 6.5% from the prior quarter led by improvements in portable electronics, industrial, aerospace, and defense end markets. Compared to the prior year, sales increased by 2.7%. Q3 results benefited from delivering on cost and expense reduction actions. For the fourth quarter, we expect sales and earnings to improve versus the prior year while typical seasonal factors will lead to a sequential decline.

With expense reduction actions completed, adjusted EBITDA margin should improve around 300 basis points versus the prior year. Laura will cover both the Q3 financials and fourth quarter outlook in more detail. On Slide five, I will discuss the critical initiatives we are advancing in the near and mid-term. First, we are committed to improving Rogers' top-line growth potential. To achieve this, we are intensifying our customer focus with actions underway to better anticipate their needs and improve service levels. As we work to delight our customers, we will leverage our global manufacturing capabilities to increase our competitiveness and market share in each region.

We have recently expanded these capabilities as we have started production in the new ceramic facility in China. With a localized supply chain and a regionally competitive cost structure, we are positioned to compete effectively. Delivering innovative new products is also key to achieving our growth objectives. There are compelling opportunities in the technology pipeline and significant future potential applications. In the coming quarters, Rogers will be introducing new products in all business units, targeting new and adjacent market segments. The next critical priority is to maintain a lean and efficient cost structure. Expense reduction actions and footprint optimization efforts that were started in recent quarters are taking hold, improving EBITDA margins and cash flow.

We are making significant progress on the previously announced restructuring of ceramic operations in Germany. Cost savings from this initiative will begin in the fourth quarter with $13 million of annualized savings targeted by late 2026. We will continue to evaluate our global footprint and make refinements as needed. This may include selective investments to support growth opportunities that meet certain return criteria. These investments will be carefully balanced with vigilant cost control. Operational excellence will remain a top priority focused on creating a more flexible and dynamic organization. Actions already completed include changes made to the commercial R&D and operations organizational structure in both business units.

These changes were implemented to increase the speed of execution, improve accountability, and simplify how we operate. We already are seeing results with significantly reduced lead times, some by as much as 60%, while reducing inventories and improving working capital. Our revised operating model will continue to drive these types of improvements. As we reshape our structure into our customer-centric organization, we expect to see more consistent performance and improved returns to shareholders. Lastly, we are also intensely focused on critical initiatives to grow Rogers over the long term. While these objectives are not part of today's discussion, we will share our plans at the appropriate time.

On Slide six, we will discuss our sales for the third quarter by end market. Beginning with industrial markets, sales were higher versus the prior quarter in both AES and EMS business units. In Q3, the improvement was broad-based with sales increasing across all regions. This marks the third consecutive quarter of higher industrial sales, and on a year-to-date basis, we have continued to show growth. Aerospace and defense sales also improved sequentially. EMS sales increased driven by stronger commercial aerospace demand in the North American market. AES defense sales remained strong and were in line with the prior quarter. On a year-to-date basis, total A&D sales have increased at a low double-digit rate.

EV and HEV sales were relatively unchanged versus the prior quarter. AES sales increased from the improved power substrate demand. Year-to-date sales remain well below the prior year. We anticipate further growth in this market supported by the recent ceramic expansion in China and the recovery in demand from the Western power modules manufacturers. As anticipated, ADAS sales decreased sequentially. The sales decline tracked lower light vehicle production in Q3. Year-to-date sales remain solidly ahead of 2024. Lastly, portable electronics was the largest driver of the sequential improvement in revenue. The double-digit increase versus the prior quarter was in line with expected seasonal patterns.

I will now turn it over to Laura to discuss our Q3 financial performance and Q4 outlook.

Laura Russell: Thank you, Ali. Starting on slide seven, I will begin with a summary of our third quarter financials. Q3 results improved meaningfully from the prior quarter, with all financial metrics at the top end of guidance. Sales increased across most end markets with the largest increase in portable electronics and industrial. AES revenues increased by 5.2% and EMS revenues were 8.7% higher on a quarter-on-quarter basis. GAAP EPS of $0.48 improved significantly from the prior quarter, mainly due to lower restructuring-related expenses. Adjusted earnings per share in Q3 increased to $0.90 from $0.34 in Q2. This was a result of the improvement in sales and gross margin and reductions in G&A expenses.

Turning to Slide eight, Q3 adjusted EBITDA was $37.2 million or 17.2% of sales. The 540 basis point improvement from the prior quarter was driven by multiple factors. First, gross margin increased 190 basis points to 33.5% due to higher volumes, favorable product mix, and reductions in manufacturing costs. Late in the third quarter, we started production in our ceramic facility in China. Costs for the initial factory ramp had only a slight impact on Q3 margin. The impact of tariffs on gross margin was minor in Q3. This was a result of continued mitigation efforts and the agreement between the U.S. and China to delay tariff rate increases.

Next, adjusted operating expense excluding stock-based compensation decreased by $2.5 million quarter on quarter. The lower OpEx resulted from reductions in professional services and global workforce restructuring. Lastly, other income improved $2.6 million due to favorable quarter-over-quarter changes in foreign currency transactions. Continuing to Slide nine, I will discuss cash utilization for the quarter. Cash at the end of Q3 was $168 million, an increase of $10.6 million from the end of the second quarter. Cash provided by operations was $28.9 million and improved due to higher sales and operating income. In addition, we improved working capital, particularly inventory, through continued focus. Uses of cash in the quarter included share repurchases of $10 million and capital expenditures of $7.7 million.

For the full year, we forecast capital expenditures in the range of $30 million to $40 million. Return on capital to shareholders will remain a priority. Our current view is that share repurchases in Q4 will exceed Q3 levels. Following our purchases in Q3, we have approximately $66 million remaining on our existing share repurchase program. Next on Slide 10, I will review our guidance for the fourth quarter. Beginning with sales, we expect Q4 revenues to be between $190 million and $205 million. The midpoint of the range is a 3% increase in sales year over year and a 9% decline quarter over quarter.

The guidance reflects the normal sequential decline in electronic sales from Q3 to Q4 and slower order patterns across most end markets as customers manage year-end inventory. We are guiding gross margin in the range of 30% to 32%. The midpoint of this range is 110 basis points lower than the prior year with an 80 basis point headwind from the ramp of our ceramic factory in China. Compared to the prior quarter, gross margin is 250 basis points lower due to volume and mix. We expect adjusted operating expenses to decrease from third-quarter levels, primarily from lower start-up costs which have moved into gross margin following the start of production at the facility.

EPS is projected to range from breakeven to earnings of $0.40. The adjusted EPS range is $0.40 to $0.80 of earnings. We expect adjusted EBITDA margin between 13.5% and 16.5%, a roughly 300 basis point improvement versus the prior year at the midpoint of the range. The margin and EPS guidance assumes that tariff policies in place today remain unchanged for the quarter. Adjustments to arrive at our non-GAAP EPS and adjusted EBITDA are mainly comprised of restructuring costs related to the economic actions in Germany. As communicated last quarter, the restructuring costs associated with this action will be incurred from Q3 2025 to 2026. We anticipate savings, albeit small, to start in 2025.

The program is still anticipated to deliver $13 million in annual run rate savings. Lastly, we project our non-GAAP full-year tax rate to be approximately 35%. The higher expected tax rate is mainly due to certain loss jurisdictions where no tax benefits can be realized. I will now turn the call back over to Ali.

Ali El-Haj: Thanks, Laura. In summary, there is a clear focus on the key initiatives to grow the top line, improve the cost structure, and further operational excellence. Combined with a renewed customer focus and new product introductions, we see significant opportunity to improve Rogers' performance over the near and long term. That concludes our prepared remarks. Daniel Joseph Moore: Thank you. Good afternoon. Thanks for the color and taking the questions. We will start with the top line and just kind of general revenue trends. Guidance for Q4 implies 2% to 3% growth at the midpoint year on year. Just talk about confidence in demand continuing to build in those key end markets that you called out like industrial, aerospace, and defense, some of your larger end markets. As we look out to 2026, would you expect similar, if not improved, year-on-year growth particularly given some of the easier comps that we have in the first half of the year?

Ali El-Haj: Yes. Hi, Daniel Joseph Moore. It is Ali. Look, we are confident in the range that we have given you based on what we see today. Absent macroeconomic change, we are very confident with the range that we have given you for Q4. So we expect the market to continue strong for us in all activities. The only one that we own market segments, the only one we are probably still hesitant about is the EV market and how far it can recover for us. That is the only concern, but that is baked into the forecast that we or the guidance that we provided.

As for the first six months of 2026, we actually have high confidence in better performance and continued growth in all business segments.

Daniel Joseph Moore: Very helpful. And maybe for Laura, the gross margin recovered to 33.5% this quarter. Obviously, mix helps, it is a seasonally stronger quarter. But as we look out, two questions. One, that 80 basis point headwind in Q4, how should we think about that kind of dissipating as we move into the first half of next year? And two, what in your mind is sort of the baseline for growth margins on an annualized basis? And what could an upside scenario look like? And I will jump back to you with any follow-ups. Thank you.

Laura Russell: Okay. Sounds good. So let me address the first half of your question, Daniel Joseph Moore. So the 80 basis points headwind that we are going to face in the fourth quarter associated around for the ceramic facility in China. It is very typical of what we would anticipate, you know, as we begin production in that facility. I think as Ali mentioned in the prepared remarks, we have activities ongoing with many customers, and we are looking to qualify and ramp those customers and to fuel manufacturing production volumes. Which will facilitate us getting ahead of that headwind. And turn into return from that facility.

And which correlates with the investment they wanted to build a regional capability and capacity. And allow us to be far better positioned to compete locally in that market. So what I would anticipate is it will take time to fully ramp the capacity through 2026. Not necessarily because of our readiness, but because of the time it takes to qualify the customer's product and their solution directly from our factory. So those activities are ongoing. And we would anticipate as we reach the back end of next year to not be facing the same extent of headwinds to the margin from that operating.

In terms of thinking about the potential for the business and the margin optimized, Ali spoke about the initiatives and the objectives that we have. A lot of them will crystallize and improve financial results as we embed a new operating model. And deliver improved operational effectiveness. And grow the top line. I have spoken previously about our current investments and the capacity being in place. So now we are turning our attention to optimizing that capacity and utilizing it to serve the demand and the potential that we see.

Daniel Joseph Moore: That is very helpful, Laura. I will jump back with any follow-ups. Thank you. Okay. Thank you.

Operator: Our next question comes from the line of Craig Andrew Ellis with B. Riley Securities. Please proceed.

Craig Andrew Ellis: Yes. Thank you for all of the information and for taking the question. Laura, I will just start on the theme that Daniel Joseph Moore was on and just take the cost and margin dynamics a step further perhaps. So my sense from your characterization as you walk through some of the slides in the cost savings, which I think are targeted at $25 million this year with a $32 million run rate and then we have got $13 million coming from the German facility next year. Is that there may be other cost benefits that could be executed against beyond things that are in progress and the German facility benefit one. Is that correct?

And two, how material could those things be? And when could they start to be things that would be actionable as we look at where profitability and cash conversion can ultimately go for the business?

Laura Russell: Okay. So let me start, and Ali can, you know, add additional comment as he sees fit. So in terms of the plans that we have already outlined, Craig Andrew Ellis, and where we are at in executing those, the $25 million savings in $25 million I have spoken to, you can see that crystallizing in the P&L at the moment. Based on the gate that was given. If you look on a year-on-year basis, if you look at the OpEx in totality, you know, we are roughly $210 million last year and with our guidance, we are probably about $18 million to $20 million below that and an update for 2025. So you can see that coming to fruition.

From a full-year base and sorry, just to get clarity, that is because of the 70% of the $25 million is in OpEx and the residuals in gross margin. If you look on an annualized basis as you stated, that should be more like $32 million benefit across both P&L geographies in '26. And in addition to that, as we announced last quarter and as you have correctly commented, the restructuring in Germany has commenced. The program is largely on track. And that is set to deliver $13 million on an annualized run rate basis. Just to remind you that $13 million those COGS not an OpEx saving. We would not see that fully materialize until later into 2026.

Just as we go through, you know, the ramp down of the capacity and the ramp up and servicing some of those customers in the new job. In China. So that is what we have there. In terms of incremental opportunity beyond that, what I would tell you is you hear us talk to the efficiency in the operating model, and we will look to optimize the financial performance of the business month to month and that is exactly the discipline that we have, but we have increased intensity to that discipline with the processes and the approach that is now being deployed. So with that, we will evaluate the business and the market opportunities.

As they present themselves and make appropriate investments or savings and as is needed. In terms of the same plans at the moment, it is the ones that we have already shared and I have just walked through just now.

Craig Andrew Ellis: That is very helpful and I think the execution on cost and other things have been quite notable over the last three to four quarters, Laura. So it will be nice to see those continue. Ali, I will turn my second question to you. You noted in your prepared remarks that the industrial end market, which is our biggest was an area of strength. My question is, as you look at the dynamics in that end market, what is it that drove that strength? And as you think about growth in that large end market, what are the opportunities specific to drive growth?

And do you think that we are at a point where supply chain inventories are no longer a headwind to that business?

Ali El-Haj: Yes, thanks. So I will answer the question kind of backward from inventory and supply chain issues. I think that is way behind us now. So that is all kind of cleared up. I think we are looking forward and the potential for growth. So we have three elements that we are targeting or we are working on. One is we are capturing more market share from products and customers that we already have and customers that we did not have in the past. So increasing market share this is key for us. And again this is for assets that we have so we can utilize these assets. We have the capacity to supply these types of products.

In addition to that, and that is significantly important I think our customers started to see our improvement in response and service and for their demand and need. So we are seeing a lot more demand and a lot more of these volumes shifted back to us. The third element is the introduction of new products. So as I indicated, we will be launching. We actually start in this in Q4 of this year going forward. Several new products that will allow us to even penetrate markets that we have not participated in, in the past. I think all those three elements were really given us a lot more confidence that we will continue to grow the top line.

Craig Andrew Ellis: That is very helpful. And if I could just ask a clarification on the heels of those three drivers, Ali. As you have interacted with the internal team, as you have interacted with partners and customers, do you feel like pricing is at the right level for the high value that Rogers products bring to market? Or is there an opportunity to do things tactically with pricing so that more of the functional value that Rogers provides comes home to the top line and down to the bottom line?

Ali El-Haj: I think the simple answer is a combination of both. So I think Rogers' brand name and quality and commands obviously a premium pricing in certain markets, certain applications that have been a key for us. However, there are other markets and areas where really the market commands the pricing. And in this case, what we are doing internally is we need to make sure we focused on the cost structure that we have today to be able to compete effectively in these markets and be able to realize the margins and the returns that we expect to get.

Craig Andrew Ellis: Very helpful. Thank you and good luck.

Laura Russell: Just one point of clarification just before we jump off actually what I was discussing in the OPEC spreadsheets was adjusted OPEC.

David Silver: Yes, Thank you. First question would be for Ali, and I took note in your opening remarks that your first task I guess upon becoming Interim CEO was to visit with a number of your key customers, I guess you mentioned globally. So I guess your company has gone through an extended or the industry has gone through an extended period of kind of softer demand. There have been inventory issues. There have been more recently tariff issues. Would you say that the relationships with your key customers remain as strong as they were, let us say, eighteen months ago?

Or due to some of those changes does Rogers need to take maybe some further steps to even more closely align with your key customers and collaboration partners in order to meet your goals. So what is the status of the relationships over an extended period of reduced demand and then the significant steps you have taken thus far to reduce costs and tighten your alignment. Are there further steps tactically or strategically that you need to undertake? Thank you.

Ali El-Haj: Thank you for the question. I think again think the relationship with our customers is very strong. I think it is solid. There is a lot of history here behind some of those customers, especially the key customers. I think my objective was really to develop some deeper understanding of the needs, listen to their voice and understand their needs, expectations from Rogers. Making sure we are really paying attention to that and addressing those issues. So this communication really improved our understanding of their expectations. That could it have been some cases maybe because of outside factors whether supply chain interruptions raw materials that we went through in the past three, four years.

And obviously that caused some hiccups since that or some would say it is minor disruption and cause some pain to some of those customers. So I think we this understanding really now is very clear. Our understanding of their needs is very clear. We aligned the organization itself internally to make sure we address those issues day in and day out across the whole spectrum throughout the whole organization, not just the sales of R&D, but when it comes to service and we have mentioned some of the improvements we have made internally, currently time to 60 in some up plants even higher than that. We are responsive, we are being more responsive.

We think now we expect by the 2026, hopefully to be the benchmark in the industry when it comes to the service level and quality and these types of activities. Regard to the second half of your questions, continuous improvements never stop. So this is going to be an ongoing effort to continue work on our operations and continue to improve our processes whether it is in the manufacturing processes or again, the customer service area, the sales area, the development processes, We are looking to reduce our development time and engineering significantly to be able to introduce products faster.

And because we need to be again expecting the demand and need of the customers and be up there and upfront and be there when they need us. Not react you know, and supply them stuff in beyond or delaying their expectations and delaying their introductions. So these are things we continue to focus on. A lot of it is in our or within our control and therefore I am very confident we are going to get these things accomplished.

David Silver: Okay. Thank you for that. I did want to maybe ask a question about your philosophy about share buybacks and returning cash to shareholders in general. But the funds, I guess, over the past few quarters, including the current one, I mean, the funds allocated to buybacks have increased significantly over let us say the trend over the past several years. And I think Laura indicated there will be further repurchase activity in the fourth quarter. Just philosophically, is this a decision by management to act opportunistically because of maybe where the share price was earlier this year?

Or would you say it is more programmatic and share repurchases are likely to continue at a higher level than has been the typical levels over the past several years.

Laura Russell: Hi, David. So let me start with that. So, yes, it would be fair to say that it has been somewhat opportunistic. It is an indication of our belief in their potential. With the share repurchases that we had undertaken this year when our stock price was where it was. We did do a further $10 million in Q3 and I had indicated in our call that we would likely do a little more than that in the fourth quarter. And what I think is critical though is you asked about the share buyback. And really for us, it is about looking for optimizing returns to our shareholders. As part of our capital allocation structure.

And what we had seen through '25 as well, we were still active in evaluating M&A and potential opportunities. There has not been presented opportunity or target that may earn investment and return price criteria. And we had already explained, we were largely through the organic investments that we saw for expanding the company in its existing structure with its existing technology. So that is what resulted in the pivot to this share repurchase activity. Now, as with every quarter, we will continue to evaluate the investment potential and seeking to optimize those returns and we will balance what we do on a go-forward basis. Between all three legs of those and the capital allocation structure.

Daniel Joseph Moore: Thanks again. First couple of questions more high level looking out to next year, but just in terms of Q4, you came in at the top end of the range this quarter guidance for Q4 again implies a pretty wide range. Just talk about the puts and takes that could cause you to come in toward the lower or higher? For that range this quarter? Thanks again.

Laura Russell: So Daniel Joseph Moore, it is Laura. Let me start. So, you know, we guided based on our current and, you know, and we stated in the prepared remarks, really, what we typically experience and what we have incorporated is the slowdown in portable electronics into the fourth quarter versus the third. And the customer management of inventories. Now, we may see some change in that inventory management. We may see some, you know, we have got substantial exposure in the industrial space. If we see those industries shift and increased investments, then we have the capability to respond to demand as it comes in.

And if we go the other way and there is any weakness, which is not anticipated based on the gate, then we would manage the way we do, you know, week to week, month to month on our activity. So at the moment, you know, with the visibility we have, the guidance as it is done.

Craig Andrew Ellis: Yeah. Thanks for taking the question. I was hoping to go back and just get a real long-term perspective on what the view is with the China ceramic facility both with respect to the diversity of customers that you think you can have in that facility? How you are thinking about being able to ramp up that facility beyond the very near-term gating factors like specific customer and program calls that would start product. But what are the strategies the company has to engage with customers and grow both domestics and internationals that might need there.

And then anything else that would help us form an insightful view on what you think is over the next two to three years with that facility? Thank you.

Ali El-Haj: Yes. Okay, Craig Andrew Ellis. I think obviously we did not build this plenty. So we were engaging with customers before we started the facility and started building the facility and restructuring. So from a customer activities and potential, it is all available to us, it is there. So I can assure you that we already have several programs that would be in source. And committed by some of our customers. So what we are going through is what we indicated earlier. We have some qualification that product qualification process qualification we are going through with our customers.

And that is probably the gating item here as some of these things get approved, they will launch because the demand is there. We and it is multiple customers, some existing customers and few additional newer customers and newer applications for us. So the future for the economic facility in China is very bright as we see it today. We expect significant growth in the facility and in the overall ceramic business. So we still believe that the growth there is very solid and we can forecast it.

Craig Andrew Ellis: Thanks, Ali. And to follow-up on one of the points that you made and understand it more deeply. If the gating factor near term is just the calls that we are doing, whether it be product or process, what are the levers that the company has to maximize the speed at which that can happen whether it be how you are staffing the facility, the shifts that may be running or just technical things. That need to be done. Just any further color there would be helpful. Thank you.

Ali El-Haj: Yes. The facility is already staffed for the current volume and for the expected forecasted volume for the next quarter. With regard to the expertise and experts and all the staffing that we need the support function, The functions they are already available and it is already staffed. Some of the issues that I have mentioned is these types of qualification is really at the customer's end. We have done all the work internally for most customers and now the next phase is their own qualification of the product itself. And we are trying to assist some of those customers actually doing some testing for them to speed up that process.

So I think overall we believe we are on track. To hit the numbers that we are forecasting for 2026.

Official Trump surges on hopes for a U.S.-China trade deal

Official Trump has recently seen gains in conjunction with statements from President Trump and others in the administration that seem to suggest that the U.S. will be able to hammer out a trade deal with China at his upcoming meeting with President Xi Jinping. The meme coin was launched ahead of Trump's inauguration in January and endorsed by the U.S. president soon after, and it has sometimes seen big gains in response to political wins for the administration. On the other hand, its token price is still down approximately 89% from the high it set shortly after its market debut.

What's next for Official Trump?

At its meeting today, the Federal Reserve announced that it was lowering benchmark interest rates by another quarter point. The development is good news for the broader cryptocurrency market, but the rate cut was also already largely expected by investors. Attention now turns to whether the Fed serves up another cut at its meeting in December.

Official Trump could see additional gains connected to U.S.-China trade news and other political developments, but previous rallies for the token have tended to be relatively short lived. While the token could still have big upside, it remains a risky play even in the highly volatile crypto space.
